The mini 0.28-inch 3-wire digital DC voltmeter is an ultra-compact, lightweight electronic module designed to measure and monitor DC voltages from 0V to 100V. 
Unlike standard 2-wire variants that are powered directly by the source they measure, the 3-wire system isolates its own operating power supply from the test probe. 
This specialized design allows the unit to accurately track voltages all the way down to 0V without turning off
